Bismarck won't appear

The first time I played, the scene appeared just fine, but I did not manage to catch the tuna. So I took the quest the second time, but no matter how I hard try, Bismarck is nowhere to be seen. I heard that there should be three flocks of birds, but I only see two here and none of them is the right one. Is there a solution?

there is more than 3 flocks of birds you just need to find the right one

Just keep sailing out towards the sea. The birds just point to where it'll show up.
