Is the kite shield the only shield that can be upgraded in conrades?

Getting kind of annoyed that every shield I run into in new towns can't be upgraded yet most of the other weapons can be.

The only things that be upgraded are the Machinery that you collect as you go and you can loot them from Imperial Bases, theres an Absorb Shield to pick up later on if I remember.

-*-Panacea shield can be purchase once you have Arm Schematics x5, hard to reach upgrade requirement.

-*-Mythril shield can be purchase once you have Arm Schematics x6, a very commonly used shield choice by many players.

-*-Rusted plate can only be obtain by winning at Chocobo Arena at highest difficulty. You may want to do new game+ run because you can only get one Rusted plate per game.
