I mean, you could put your ps4 save on a USB stick and find out for sure, but yeah. I doubt it very much. The likely file and folder structure differences alone would probably preclude it.
There are tools out there like PS4 Savewizard that let you add offline only non-trophy cheats. The tool also can change PSN ID on saves to yours. The same group also made gamegenie PS3 that did the same thing.
Also on saves, games are not on carts any more can we get more then 8 slots. I hated that 8 limit of saves on PS4. Well at least its not as bad as xenoblade 2 on switch you only get 1 slot.
PS4 was first console I'd bought since original NES and I was surprised I was being limited to 8 manual saves in FFXV. So annoying, that's why I made multiple Users. PC better have endless (or at least, like, 20-40) saves. Hehe.
Are you so low on ego that you need to cheat to get achievements in games??
That's not the real reason; some of you have argumented that "a save transfer would break Sony's terms of service since the file format for PS4 saves is encrypted." but that's not correct, Square ENIX is obliged to encrypt save data but the owner of this encryption method is SE, the same way that they are the owner of their encryption method for PC saves, so they could develop a way to "translate" saves.
In the software development world the teams who develop a software and the teams that migrate that software to another system are not the same and they hardly have any interaction (maybe if there is no way to migrate certain parts of the code and they need to restructure or develop from scratch some parts they could ask for the needs and intentions of that code). The responsibilities of the migration team are only to make the software work in the new system, nothing more and nothing less, so anything outside that is not in the budget of the migration.
When you buy the software for the new system if it is a full product and works perfectly (you as a user can't demand for anything more) they don't have the obligation to develop anything else out of the way that the software functioned before.
Our needs as users who have multiple platforms are not their problem, so we as users need to balance if our money and time invested in a game are worth more than buying it in a new platform and starting from zero again and if we get something doing it.

This achivement ♥♥♥♥♥♥♥♥ is no real reason. It should be possible to protect the achivements if they really want that.
