Level means almost nothing in Comrades. With the right weapons equipped, you can do level 99 missions as a level 20 character quite easily.
You probably haven't even grapsed how the game works yet because your level barely matters at all in Comrades. Your stats will primarily come from upgrading your weapons with the right materials and as a result, the right stats. Equpping your 4 upgraded weapons will effectively function as your 'gear'. It's a unique/unusual system but easy to use once you get the grasp of things. You should probably just research a bit before you start complaining next time though.
I have to say, for a game of this type it's actually a lot less grindy than it could have been. I've only played comrades for about less than a week and I'm already at the endgame content.
I am level 8, with 4 weapons maxed out with one doing near 5k damage at peak heavy.
Yet I still fail missions that are recommended 20+
grinding exp for levels and or weapons is absolutely outrageous, If i want to upgrade a Onikiri I need to sit and farm missions that give me a fire boost, rather than progressing through the actual game, because the missions are limited in what I can do and get. So YES level means something weather it be CH LEVEL or WEP LEVEL.
Pair that with the long wait times for missions, unless I want to grind with AI, which at that point why bother playing a MULTIPLAYER EXPANSION?
And don't get me wrong I love final fantasy and love this game, but this is a bad excuse for multiplayer. I'll still play it because I want to enjoy the most of my money even though I platted this game on ps4 before the dlc came out.
Focus on str stats, well depending on your build actually, some like to experiments, theres no right or wrong. But if you have your base str at 2000, you can most likely wipe almost anything up to lvl 99 quests. The only trouble you will encounter are def/escort based hunts with AI, as they will be massively underpowered.
That said, usage of sigil helps much too. Dont need to have a perfect build, just have fun exploring around the way, my mix/match random build got me 2.6k str / 500def / 400+mdef 4k hp and full element resist at lvl 4x. I learned late and hard way.
Again even aquring a sigil, currently on my map requires 60k Watts.
Grinding out missions with AI that net me at most 4k that still take around 5-10mins to complete is insane.
Maybe the game wouldn't be to grindy if I was able to play with actual people, but I'm not going to wait 10 minutes to get into a match everytime I want to do a mission.
My playstyle is based around elemental weapons, so at that point I have to sacrifice damage for elemental buffs, my favorite being lightning.
So yes 5k Peak is pretty decent for me considering thats coming from 2 of my weapons being entirely elemental based with barely any attack/str.
It sounds like you've never really played this type of game before. It's not like a typical RPG like the singleplayer main game. These types of games thrive on grinding and RNG based mechanics and progression isn't as simple as completing all the missions in a row. Yes, it's not the most riveting gaming experience, especially if you're just going to be playing with the AI but trust me, the grind is much milder than it usually is in these types of games.
If you need people to play with, there's a discord called Comrades anonymous. I can send you an invite if you can't find it. The game is meant to be played with others and the grind isn't as bad when you're not just quietly sitting there playing with AI bots.
The start is always the toughest milestone to get over. Once you get strong enough to deal with level 30-40 enemies, you'll be able to farm all the materials you need to make an endgame capable arsenal of weapons. My SO and actually rushed through the game to get to a certain point because she wanted to get some cosmetic items that you can only get later in the game. So we had to defeat mandatory level 40 bosses while we were only level 10~. We could do it however, because the action combat in the game provides you with the tools you need to defeat enemies much higher level than you.
Also one last piece of advice would be to drop your preference for elemental weapons for the time being. The easiest way to make a solid build early in the game is to make a str + vit build with a focus on str and physical damage boosting abilities. I made the same mistake because the elemental weapons had really cool effects but it's better to save them for late game where you can farm up the materials required to make a solid str/mag build.
