Hey, I had this same crash happening att City of Altissa. Did some searching and it turns out it was a driver issue with Radeon 18.3.3.
I updated to 18.3.4 and it stopped the crashing, and I haven't had an issue since.

How do you solve this issue??
My solution was to install it on Ubuntu and run it with Proton-GE and it worked like a charm. So far I am able to play it on proton with no further difficulties.
If you still are stuck there, save the game somewhere like slot 5 or 6 and upload the save file and I can bring you past those cutscenes, if you want.
Deleting Special K mod.
Deleting the exe then have steam verify and redownload it.
Changed graphics to low.
Unfortunately I did all of these in the same test so I don't know for sure which one ended up fixing the problem.
