Can't Gift Cactaur Figure to Talcott

Not sure if this is due to sequence breaking but here's the full story (spoilers!)

I successfully brought Talcott all of the figures except for two of them.
One of those two were purchased but not gifted to Talcott.
I then got stuck in the story between chapters 9 and 13.
In the future, Talcott had every figure on his dashboard except the one I didn't bought. He even had the one I had bought, but never handed to him.
In chapter 14 I used chapter select for my first time to return to chapter 8's open world.
Talcott had a scene where he accepted the Cactaur figure I had bought but never originally gave him.
I found and bought the last Cactaur figure.

But now, Talcott won't accept the last figure. It's just permanently in my key items list. Am I supposed to initiate something specific before I can hand it to him or something? Doing hunts/quests, camping, and reloading my save does nothing. I just want his collection to be complete!

IIRC you have to pick up the cactuar in asteria, then have your boat "unlock" and travel back pretty much right away so you can give it to him otherwise it locks you out and apparantly does this.

That's the Cactaur figure I already bought and ended up giving him when I used chapter select. The last one that's currently in my inventory is from a pitstop.

Then i have no idea why it would even do something as weird as lock it out.

That said, i cannot finish "wild for onions" because i have the onions in my inventory, but the quest marker says i need to pick them up, which i cannot because i have 1/1 in my inventory, so it just gets stuck on that step.

Weird game is weird.

Okay, apparently the last Cactaur figure I need is in the end game and isn't the one I'm currently holding in my inventory.

For whatever reason, the game allowed me to buy a second Cactaur figure, and now it's just stuck there. Aw well.
