Do I actually need to finish the game to use Regalia F?

I have all 3 needed items (From the 3 bases, 2 from story and the extra one) to make Regalia F (according to what I read on the guides) but Cindy won't give any new options, I'm currently at the very beggining of Chapter 8.

Yes that's the guide I followed, as I said I did all 3 bases they told me to and I have all 3 items, Cindy still won't give me an option to get Regalia F.

I didnt unlock it until new game + The quest just appeared once I re-entered the game.

that's a shame I don't plan to start New game + anytime soon :x what a waste of potions it was to rush that damn level 46 base at low level :(

Get used to it, some of the late game bases go up to lvl 80. And the very late game ones that i have never been able to unlock are lvl 100

It's not in New Game+
When you finish the story, you can go back doing the end game stuff. And the quest for the Regalia Type-F will be unlocked.
You just need to finish the MSQ.

yea I locked my level at 47 now I've been stacking xp, I don't want the game to become too easy by outleveling stuff too hard, at the same time whenever I decide to level up I'll go straight a bunch of levels which might not be what I want :x
