Aside from the cutscenes this game's soundtrack is fantastic.
Also Mitsuda used to work with Square.
Assuming you are talking about the track I think you are, and not something else.
Now guess what type of music can be most often heard in that sort of city... yep, you guessed it. Exactly like that. Music fits the feel of the city, that's what matters. It doesn't have to be some epic fantastic thingamajig of a One Winged Angel and what not. It's meant to fit the theme of the place, even if it's not especially memorable. And it does that.
As to the subject of FF music going worse... well... there's only so many things that can be memorable although I still find FFXII's rendition of Battle on the Big Bridge to be the best of them all, and FFXV's exploration song is beautiful to say the least (shame it takes a long while for it to kick in...). And then there's the Somnus Nemoris which on epicness scale rivals the aforementioned One Winged Angel... all IMO. Still it's only natural it becomes harder and harder to think of something truly memorable while fitting the theme at the same time.
If one wants confirmation... buy the FFXIII OST for listening in Regalia and go through entirety of it. You'll notice that the songs there are very... not similar :P
Not saying it's ALWAYS a bad thing, soundtracks need an overarching theme to tie them together. Just saying FXIII did it too much. I like the theme personally, I often stick it on the car in XV... But they could've used more variation
