If he does have a 60htz screen. His monitor will never display more than 60fps, running at 120fps is just a waste of power.
my games normally tear like hell. ff15 does not. doesnt matter if vsync is on or off
if u are sure u got a 120hz monitor. you should also change from 60hz (which is default) to 120hz in ur adapter settings.
nevertheless, if u got vsync off for 100% surety. some OTHER software might locked your FPS to 60 ^^. maybe u got some different tool running like msi afterburner or so. there is simply no other way when u set FF to 120 fps.
But with fullscreen I only get 60fps and my monitor atomatically changes the refreshrate to 60hz
