Go to C:/Documents/My Games/FFXV/Open all the folders inside till you find the file names GraphicsConfig and find HighSpecAsset if it's set to 1 is enabled if is set to 0 just replace the 0 with 1 and then allow the file to be write only type.
Wait for another 60+GB download
Once it installs, the assets button should now be enabled
Thank you. The other suggestions didnt't work. In the DLC section on the library page it said I have it. I knew I didn't because when I originally downloaded it was only like 75g or whatever. Your method worked instantly. Now I just have to wait about 8 hours. Haha. Oh well.
Something to keep in mind for the future. "having it" in relation to DLS on steam doesn't mean downloaded nor does it mean active. It just means the product is active on your account.
