Hell, even a sufficiently buffed Fire spell can hit the cap on Deadeye.
I've seen it myself not even an hour ago, around the same level as you. Gladio was using the Blade, and with a Blindside was hitting 9999. Right before that I had a lucky Unicast III triggering a Firaga which also hit for 9999. So it's definitely possible, and no, DLC items do not provide buffs that allow you to do this. In fact, most of them are outclassed at the point you get the Deadeye quest.
