Is this broken? It says you have to wait until nightfall so I go up to the campsite near the location, wait until nightfal, go back to the location and the same thing happens with the game telling me I have to wait until nightfall.

You may be charging in too early. What the game considers "nightfall" is later than what many people would guess. If you're not taking the option the game gives you to wait until nightfall when you accept the Hunt, then wait until 9 pm (hour 21 on the world clock) or later before entering the yellow zone.
