Report a translation problem
I ran the demo at 60FPS max under Windows 10, and I wasn't getting those glitches.
I started playing the full game today at 60FPS max under Windows 7, and I got the clothes glitching. I didn't switch to 120FPS until after chapter 2 began, so I don't know if the rain is affecting things, but I stopped getting those glitches.
I'm using Windows 7 now because I was having issues with Windows 10. (Nothing to do with Final Fantasy XV.) Now I want to reinstall Windows 10 and see if the glitches still appear.
was having the same clothing flicker from the demo, also noticed the frames where pretty janky, went into the _commonredist folder in the game directory to see if directx and vc_redist where up to date and baaaam! i didn't have both vc_redistx64 and x86 (2015) installed....BUT it wouldn't let me install them, it kept showing an error!
Fix: uninstall the vc_redistx64 and 86 (2017) versions in your installed apps
This will allow you to install the (2015) versions that come with the game.
all clothing flicker gone, and the fps is waaaaaay more stable....i mean waaay more!

I used the installers to repair the existing installs, and it didn't help. I then uninstalled the x86 and x64 2015 from the control panel and reinstalled from the FF15 commonredist folder, and it didn't help. I finally installed x86 and x64 2017 (which I didn't have installed), and that didn't help.
Look at #3. I do have hyperthreading turned off (unless a BIOS update changed that and I forgot to change it back). It looks like if you don't have hyperthreading at all, you're screwed. I'll reboot my computer after downloading the HD texture pack and enable hyperthreading in my BIOS again.
If you don't have hyperthreading on your CPU at all, then you're likely out of luck until the next patch.
