Report a translation problem
-Bases: There's only 1 sidequest involving stomping an Imperial base. It's called "Formouth Garrison" (Level 46). The rest are done through the main quests. However, you can return to these bases later to explore, they have some items that are worth picking up (For ex: you can pick up "Strange Engine" to upgrade your Regalia to Type-F, also there're some Omega files). And what do you mean by "you can't do anything"? Just step inside & wipe them all out.
-Tombs: There're 12 tombs in total scatter across the kingdom of Lucis (Including the Pitioss Ruins), 8 of them have "Menace Beneath Lucis" dungeons. If you wanna know their exact location just look it up here: https://finalfantasyxv.wiki.fextralife.com/Royal+Tombs
-Skills: This depends on how you want to develop your characters & how you play the game (ATB or Wait mode). The important ones are: Combat (For Noct), Techniques (For the bros), Teamwork (For Link Strikes & Blind Side), Stats, Recovery, Armiger. Keep farming for as much AP as possible cause some of the skills require a lot of AP (For ex: 333, 555, 999 AP and there's even several of them to unlock).

-Lastly: The linear part of the game starts from chapter 10 (After you board the train). From then on, there will be no coming back. So if you want to finish sidequests, grab some items, find datalogs you better do it before progressing the main quest. Because once you board the train again, it will be a "one way ticket" up until you hit chapter 14, you can't go back to do those later.
