how do I get the cup noodles hat?

Might be able to via cheat engine. Pretty sure theres a CE file out there that adds some missing costumes like the assassins creed ones. Not sure if the cup noodle hat is unlocked though.

it's already in the game file. you can use cheat engine to unlock it

Cheat engine or use the Debug Mode to unlock all items.

You can also get the assain creed robes via debug.

There are times that I wish the clothing shops from Saints Row IV were in this game.

For the longest time, I thought it was pretty stupid. Then I unlocked the Genki Girls, and donned my Professor costume and the Genkimobile and omg that was pretty awesome.

This game needs a dose of that to keep its realisim under control.

Some items will be gone if the CE codes are turned off when you restart the game. Sadly, the Noodle Hat is one of them.

To anyone who finds this post 6 years later (like I did), you can add the noodle helm as well as all locked attire by downloading the mod "lost treasures". You need a mod manager called flagrum to install the mod.
Works perfectly, it stays equipped after you close the game, you get the cup noodle hat immediately, and steam achievements still work.
