Edit: if you beat Ignis DLC you get a new outfit that changes his main-game hair to be like in the DLC, when he wears it. Which is a bit more conventional perhaps.
The back of Noct's head just looks like he cut/hacks it himself unevenly and never brushes it when he wakes up, ever. Anyway ... Noct/Iggy/Prompto are very poster j-pop or k-pop or anime styled but eh - it's fantasy. I kind of like it, it seems fitting somehow.
