How long you can literally goof off there if for some reason you really felt like it - until you're level 30+. Mind, that's very excessive/silly but I've done it because, well, I could. Ha.Ha.
I'd say on average 1.5 to 3 hours, maybe 5-6 for more ocd types.
Looking at this, it seems to be 14 chapter with the last one only an epilogue? Not sure, but seems decent amount
Edit: chapt. 15/post game is technically endless, that type of thing.
The way the game is designed/loaded I'd be doubtful they'd omit much. They could put a big fat X over the Hunter quest list from the diners I suppose, or something like that.
Not only will you be able to fully explore the tutorial and enjoy the opening main quests but you will also be able to test your PC to see how well FFXV Windows Edition will run on it and how high you will be able to push the graphics options.
