But even with those conditions met i have heard of people having trouble summong titan and leviathan so i honestly am not sure anymore.
Titan has a better chance of appearing the more Noctis's allies are in Danger or Down states. The player will have to be in a large enough open area to call him. He has different summoning animations depending on where he is summoned. He may simply appear from beyond the horizon, but also emerge from the Vesperpool or the Rock of Ravatogh.
Ramuh's chances increase the longer the battle goes on. As he doesn't have other requirements, he tends to be summoned most often, and can be summoned anywhere. Like Titan, there are two versions of his summoning.
Leviathan requires Noctis to be in Danger state, and in an open area near to water. Places where she can be summoned include Insomnia, due to its water elements, around eastern Leide, near the Cygillan Ocean shores, and the Vesperpool.
Shiva's summon chance increases for each party member in Down/Danger, and the time the player has spent in battle. She needs some space to be summoned, but can be summoned nearly anywhere.
Garuda is a summon added in the Adventurer from Another World collaboration quest with Final Fantasy XIV. She is not an Astral, but is summoned via the same system. She can appear almost everywhere, even when underground even if she swoops down from the sky to attack. The chance to summon her is better when equipping the collaboration-quest exclusive weapons or attire.
Bahamut is only summoned during the game's original penultimate boss battle.
Ifrit cannot be summoned by Noctis, instead answering to Ardyn Izunia.
The summons never appear in battles taking place in Altissia, Fodina Caestino, Eusciello, Ghorovas Rift, Gralea, or Zegnautus Keep, during the boss battles in the final chapter (bar the scripted sequences), or during training battles at camp. The player can summon in Timed Quests.
If you use any of the related equipment the chances do increase quite a bit [Vortex/ Garuda weapons]. The chance is as high as 100% despite Garuda being claimed to have restrictions similar to Titan, as length of the battle is inconsequential.
On the other hand, combat is fairly easy most of the times, that means you have to really let your comrades die (don't revive them at all) or be a noob in this game to trigger Shiva. On top of that, Leviathan and Titan require special conditions.
Garuda simply appears the most because is a ♥♥♥♥♥♥♥ promotional DLC meant to make you buy a subscription for FFXIV.
I haven't seen Titan's summon in my 200 hours gameplay yet and I think I've seen Leviathan's once, so that's proof to you how stupid the summon system is in this FF.
I did the Garuda quest but I haven't seen her summon outside of that yet. I rarely see any Summon at this point, honestly, even if I start a new game. I don't play in a way that tends to trigger even Ramuh very often since I really don't care about them at all and I don't use Garuda weapons/gear. Especially when using a level-1 chr since Summon damage is based on chr. level and do jack squat if you're always level 1.
I have seen Leviathan and Shiva quite often (relatively speaking) and they actually seem to be the one to show up every time during certain Quests (hunts/sidequests I mean, not the Story stuff) but I've seen Titan only once or twice, and that's over maybe 1500+ hours (across both console and PC versions). I'm not terribly convinced of the so-called requirements - I remember when people said Leviathan had to be "near" at least some water to appear (doesn't have to be super close but sorta in the area) but I think that and at least some other theories were more speculation than anything else. Example, I get Shiva 2nd most often after Ramuh, even if my party is never downed at all, and she's the only one that's ever shown up for me if fighting the big mech that drops the V2. Edit: also, I've seen Leviathan out in the open even when Noct. was never in Danger.
Edit: I mean I have max lvl chrs. and they're hardly damaged but it's not like I only get Ramuh. It's mainly Titan that is super-rare, even Leviathan shows up semi-frequently for me.
I think the odds of the higher powered ones appearing is mostly just RNG very low, except certain quests/hunts. Except now Garuda overrides that a lot, or something.
