Try launching the game, copying the files over, and then killing the game in Task Manager, to trick Steam into syncing the file you are copying over.
When Forces ask to load a save file It follows these steps:
1. Open the File
2. Read the Contents
3. Decrypt the Contents using a key generated by your Steam Account
4. Parsed using a XML Parser
In your case If you downloaded a save file from someone else, It will fail at Step 3 because that save file was encrypted using a different key. And then it will fail at Step 4 because its not a valid XML. When Step 4 fails The game will delete the save file and create a new one, This is done to prevent people from sharing saves. But ofc the save file encryption has been cracked and is actually very simple. At this point of time, if you want to share save files, you should use FML 6.4
with Save File Redirection ON, as it has support for brute forcing save files thus allowing the game to load save files encrypted with any key.
What is fml 6.4? My son just got this game and I'm trying to fix the saves for him but I'm clueless.
This might not be the only method, but I was just running into this issue when trying to get my save file from a previous computer to work on a new one. The way I fixed it was to use the fanmade unofficial tool, "Hedgemod Manager": https://info.sonicretro.org/Hedge_Mod_Manager
This program is designed for installing mods onto PC Sonic games primarily, but it also comes with some built-in Quality-of-Life settings for each game too. If I recall, installing is fairly user-friendly. Inside the program, make sure Sonic Forces is the game selected from the drop-down menu at the bottom. Then, at the top, you should see tabs for "Mods", "Codes" and "Settings". On the Settings tab, there is a tickbox called "Enable Save File Redirection". Make sure this ISN'T ticked, and I believe that should make it stop doing the thing where it deletes what it considers to be an invalid save file.
After I did this and clicked "Save and Play" on the Hedgemod Manager, my old save file was working. All I did was mess around on the menus a bit but I'm sure the game autosaved at some point. After I came out of the game, loading the game from Steam as normal still had my save file intact, so I think your son shouldn't have to launch the game from the Hedgemod Manager every time, it seems if that's a bit too advanced for them.
