tbh ive done more research since this post as i only just completed this game when i made the post and did some research.
He gets consumed into the phantom ruby along with his prototype. this is a fact stated by the sonic book that came out this year. however, sonic mania encore edition is what happens after forces. the phantom ruby wasn't destroyed, and survived even at the end of the game, sucking in eggman and his entire base with him. so in a way, he is "consumed" as well.
Sonic frontiers has the same shade of purple come out of the exploding robots in the trailer as the phantom ruby with it's portal effects. So i'm hopeful that infinite will return in the next game, or at least sometime in the near future.
Mephalis making back would never make sense, as he simply doesn't exist due to 06's ending.
In original scripts of Sonic forces, it was clear infinite was meant to be a one off character, as the phantom ruby as meant to be destroyed after you beat the game. However, this isn't shown at all and sonic mania encore continues the story.
They changed the plot of forces a bit because of manias inclusion and perhaps just wanting to change it in general. It goes Mania < Sonic Forces < Mania Encore < Frontiers
