Even Sonic 2006 managed to make the cutscenes look better than in-game... Unleashed on the other hand was always real time rendered.
If a game has pre-rendered scenes it's to make them look significantly better than in-game (Brawl being the perfect exemple for it)
Heck, the concept of using pre-rendered cutscenes to look better than what the engine can provide goes all the way back to the PS1 era.
hell, the second to last boss was just a reskin of metal sonic, first phase of the death egg robot was a EX reskin of egg dragoon, second phase of death egg robot is zavok EX, and the final phase is arguably trash.
lazy excuse of a final boss for modern games.
forces was definitely a missed chance for a "all of your old foes are back and stronger than ever" feeling. why didnt the devs capitalize on the phantom ruby more?
Unleashed got some good bosses too (even the night ones were decent).
But giving us the same final boss as Colors for both Lost World and Forces is just an insult to the fans and the franchise at this point. Especially since the Chaos Emeralds are irrelevant to the story and Super Sonic's climax (even if they're just mcguffins in most of the games and are also for the monster of the week instead of the Doctor most of the time).
Even Mania has them to be included to the game while Forces made it as a DLC.
Honestly, I think making it DLC would be a terrible idea from the start, even if it were free. Remember when you actually had to earn Super Sonic in these games? It was a game breaking ability, sure, but you put in the effort to earn it.
Colors and Generations had Super Sonic as a post-game reward so you're right, it should've been earned.
