Why does Silver exist?
Didn't the events that occurred that led to him coming back in time never happen?

Sonic 06 isnt canon. Blaze is in her own dimension from Sonic Rush, and Silver chose to time travel to the past because of this canon comic released a week before Forces released https://www.sonicstadium.org/tag/sonic-forces-stress-test/

This is actually incorrect. At the end of 06 Blaze does not warp to another dimension since that game's plot was erased at the end of the game. Furthermore, 06 isnt canon and Sega chose to go back to the Rush universe for Rush Adventure. To simplify, Rush is canon to Blaze, Rivals is canon to Silver, and 06 isnt canon at all

Silver was created for 2006 whereas Blaze was there since Rush...

I dunno but I call bs from Sega for not putting her back in the game for whatever reasons...

...wait then why is it in generations?
Generations levels and bosses were voted by fans. I guess Sega picked 06 because it was one of their major games even though it was rushed. Generations also doesn’t really focus on plot.

Yep. I would have picked Mystic Mansion or Egg Fleet, but it was all a fan vote

Everyone knows that the stage selection wasn't that good... I mean we got like 3 first stages, 5 city-themed stages and like 2-3 water levels...

Mania had a better stage selection imo

Mania doesn’t get a pass for reusing stages like Generations did though. Should have been all original zones

Well, the comics aren't exactly canon, but in them, it's established that Silver isn't affected by the changes he makes.
