Can Not Download Episode Shadow DLC

I try to download but there is this purple thing that says "Downloadable Content
This content requires the base game Sonic Forces on Steam in order to play." but i preordered it, and i have even beat the whole game? I dont even see the "Episode Shadow" on the main screen

There are a 3 free DLC on the store page. Take what you like, close the game and then activate (RMB on the game in Steam -> Additional content). Or check Additional content section right away.

I'm having this problem too! I was able to install the other DLC I got for pre-purchasing it (I was saving the Shadow one for later), but now when I go to the store page for Episode Shadow, it acts as if the base game isn't even in my library (even though it is). Does ANYONE know what's going on or what to do?
