Click on the joystick on the top right, then click on the configuration, then on the joystick configuration and then on the joystick detected, there configure the buttons and it should work. at least that's how it worked for me.
I can't find a "top-right" joystick. I need clearer and more specific grammar (such as what configuration you're talking about, and what it's exactly called). I can't find a "joystick detected" thing, nor do I understand which buttons you're talking about.
In Steam at the top right next to your name there is a drawing of a joystick that is the Big Picture mode. It opens in Picture Mode and the interface is changed, in Big Picture Mode there are several options above, click on the nut that is configuration, from there click on command configuration and there you can configure the joystick
"Command configuration?" Don't you mean "Controller configuration?" Also, I don't know what, exactly, to do afterwards; I want to be told all of the steps (clicking the options exactly as they are spelled).

I found a video that can help you, the bad thing is that it is in Spanish, but just follow the steps as you see I suppose I could help you.
1-) go into the Steam preferences}
2-) go into the controller preferences
3-) enable ALL OPTIONS ( Xbox controller, Playstation controller, steam, etc) check EVERYTHING
4-) Run Sonic Forces
This worked for me using Bluetooth Xbox One Controller with the lastes frimware and Windows 10 version.
