They accidentally published the Store page as an app and not as a DLC. Thus, the Store doesn't detect it on the Forces Store page.

It isn't actually adding itself to my game, oddly enough... I can click download, and it launches Sonic Forces, but it doesn't add itself to my DLC listing.

That was where these indications all started. The licensing could have been completed between that news and the Sonic Forces release date since it was thought that the Persona 5 DLCs were confirmed to be not on PC but apparently, it still happened. Yay based SEGA! ^______^
