Trouble with modtek/BTML

literally done clean reinstalls of battletech and I cannot get modtek to run, only trying to get commander portrait loader to run. I have followed the instructions to the t nothing works. BTML just says it cannot find the modtek injector and on the settings screen it says obsolete. is there anyway I can run commander portrait loader without either of these (infuriating) programs?

what do i download and where do i put it? I've put it in every location i can think of run the injector from different locations and modtek doesn't apear in the built in mod loader.

(I've created the mods folder run the injector from there, nothing. put the modtek folder in mods folder, nothing. repeat for repository because i don't ♥♥♥♥♥♥ know. i've tried several things and following the instructions nothing works. modtek injector says already injected.)
