by the same metric, the best introtech heavy is the thunderbolt 5SE, the eridani light horse version to be precise. ofor the same reasons. llas, mlas's, and a nice missile pack, atop great armour and jets.
anything else is by totally different metrics. poure generalist, toughness and utility wise its those two. but if you want 'the best fire support mech' or the 'best melee mech' etc, the answers you're gonna get are very different.
but the wolverine and the thud are true blue troopers, always useful and always willing to get stuck in.
(2x base heat dissipation, often more assignable weight)
Heavier mechs tend to be better than lighter mechs
(Exception: lightest weight of a new weight class - like 60 ton mechs (lightest heavy mechs) are worse than 55 ton ones.)
Mechs with special abilities are usually better than those without them.
(Some of the abilities aren't useful though.)
Atlas 2 + Marauder are the top mechs. (Annihilator is also good.)
(highest assignable weight / headshot cheese, Marauder even has a SDF variant now)
in the base game the Star League Mechs are a cut above. notable ones are the 100T Atlas, because its 100T and can carry alot of stuff.
the 75T maruader because it has an accuracy bonus to called shots kicking it up to something like 1/3 shots hit the head if you go for a head shot with level 9 tactics.
and the 70T Warhammer. which gets a bonus damage with energy weapons.
there are non-star league variants of these mecs which work but aren't quite as good.
the Heavy Metal Mech I hear most about is the Annihilator which carries a couple tons less than an Atlas, but it gets a bonus with Ballistic damage so it can take better advantage of the UAC5s of the DLC.

I feel like some parts of that list weren't updated when the new mechs were added. (Like the Quickdraw & Dragon having "above average" on their Usable Tonnage, while the Rifleman has more usable tonnage. :D)
Still, a useful chart.
It took a while to get all the HM and 1.9 update mechs, but it does have the full mech list now and the notes indicate all the special features on the SLDF mechs so you can assemble your BM shopping list...
this one is nice too, but I didn't include it because it does not have the new mechs from the 1.9 update. Only one Marauder, for example.
