Canopus - not so much
They aren't even part of the Inner Sphere. The Periphery is a reign that is literally outside what is known as the Inner Sphere. The Magistracy of Canopus and Taurian Concordat, are Periphery powers that are only slightly weaker than the five major powers of the Inner Sphere. I mean it took the might of the Star League helping for the various Periphery states to be successfully invaded, and turned into vassal states.
I think part of the reason the two Periphery states don't have alliance missions is that they both play a major role in the campaign. Remember you are basically indirectly working for the Magistracy of Canopus the whole time. The bad blood between your company and the Taurians would also make it unlikely that you would work really close with them anytime soon. I mean would you really trust the people you just tried to kill, and just now realised weren't actually your enemy?
