ok, so how do I get the other parts to get a completed mech for those I have in storage?

Kill the mech in a battle, and gain parts as salvage.
Buy more parts from a store.
Of course, this requires you to either run into the mech in a battle, or for a store to have more parts in stock.
Stores also sell complete mechs. You need to look at the listing, it has a different icon for parts vs whole mechs, and whole mech prices are much higher.
(Buying a complete mech is so much more expensive, because it's balanced around higher difficulty settings: more than 3 parts required to build a mech, and mechs built from parts have no equipment for free. If you aren't using those settings, buying 3 parts will be a much better deal than buying a whole mech.)
The stores usually only offer one part of three (no not two) or a full mech. The full mechs have no "parts" mentioned and are substantially more expensive.
If you kill it by:
- destroying the Center Torso, there'll be one part in the salvage pool
- blowing off both legs, there'll be two parts in the salvage
- killing the pilot (destroying head, or doing enough injuries), there'll be three parts
You still need to actually pick/win the parts from the salvage pool, of course.
Assassinate missions for example have lower overall salvage drop but the assassination target can be of higher tonnage.
