From what I've found it appears to just be a UI glitch. Some debuff or buff is in effect and those are the "behind the scenes" names that aren't supposed to be seen by the player.
Cool buff: Generate no heat when firing.
Mean debuff: Takes twice as much damage when hit in melee.
Explanation: Cool buff is used on vehicles to allow them to always fire all of their weapons without the need to manage heat like a mech would, making vehicles more dangerous offence-wise. The tradeoff is they take double damage when attacked in melee, which in game code is represented by the marker "mean debuff."
Might also be a mod thing
I was looking at his right arm, at the very start of the mission.
It had like 4 "mean debuff" on his arm, and I was wondering what gives.
But I got back to it just a second later and it's gone. So definitely a UI bug, although now I'm worried about my mech and why it might have been there.
Edit: I'm also pretty sure that those mean debuffs are meant for the mounted weapons on that part.
