What does "mean debuff" mean?
I was looking at a target (an SRM carrier) and I noticed some odd things on its front equipment listing. An entry reading "cool buff" and another reading "mean debuff." I'm playing an unmodified game.

Does anyone have an idea what those mean?

I'd be interested to hear this myself.

From what I've found it appears to just be a UI glitch. Some debuff or buff is in effect and those are the "behind the scenes" names that aren't supposed to be seen by the player.
Took me some digging on the interweb, but I got your answer.

Cool buff: Generate no heat when firing.

Mean debuff: Takes twice as much damage when hit in melee.

Explanation: Cool buff is used on vehicles to allow them to always fire all of their weapons without the need to manage heat like a mech would, making vehicles more dangerous offence-wise. The tradeoff is they take double damage when attacked in melee, which in game code is represented by the marker "mean debuff."

From what I recall it refers to mechs that are damaged pre mission so they start with say - 25-50% less armour to represent battle damage.

Should be a visual glitch though I have never seen a screenshot of anyone providing evidence of it.
iirc under easy enemy forces they do get a debuff so that might also apply to the mechs as a mean debuff on the display (or early storlyline)

Might also be a mod thing
I had this happen just now with one of my mechs...
I was looking at his right arm, at the very start of the mission.
It had like 4 "mean debuff" on his arm, and I was wondering what gives.

But I got back to it just a second later and it's gone. So definitely a UI bug, although now I'm worried about my mech and why it might have been there.
I get that "mean debuff" text all the time on my mechs. That happen when their armor get breached. Like if all the armor of an arm of one of my mechs get stripped off and it dig slightly into the structure then if you hover your mouse over said part it will list 3 times "mean debuff" in red at the very bottom of that tooltip.

Edit: I'm also pretty sure that those mean debuffs are meant for the mounted weapons on that part.
