It would be (even more) overpowered if it applied to the alpha strike of the Mech firing it.
This functions very differently to TT, where I believe the buff did apply to the other weapons of that Mech, but it was an accuracy buff, not damage (accuracy buff would not be worth it in this game where accuracy is basically a non-issue for all non-rookie pilots)
BTW, the AI is actually pretty good. I was playing a Tag Team mission, and the AI was pretty smart about going after tagged or otherwise vulnerable mechs.
They will still choose Mechs that are close with least amount of cover and evasion or very bad stability.
If there is no target like that, they seem to default to whichever Mech you just shot.
