So yes, this is entirely normal.
Kind of need it to unlock the higher faction missions though, but by the time you finish the campaign, you should have gotten most of the rep you need.
Is there any point in keeping your rep with the Taurians neutral during the campaign so as not to be locked out of working for them afterward?
Or do you get some kind of "reset" if you've totally pissed them off to -100 by the time the campaign is over?
You can do this with any faction. The one exception being that if you break an alliance, it takes a full year of in-game time before you can ally with that faction again.
After finish the stoty campaign i visited every planet that displayed missions for the Taurians,
but i only can do missions with a maximum of 2 skulls for them and there are only missions with at least 3 skulls on the entire map.
