Report a translation problem
You are referring to Mechs that have quirks on them. Heavy Metal DLC adding quite a number of such Mechs though not all have them.
Off the top of my head:
Annihilator - Stability damage resist and also damage boost to ballistic weapons
Archer - Stability damage bonus to SRMs and LRM tighter grouping
Assassin - Ignores 2 evasion pips to everything it targets
Cyclops - Command module that provides +1 initiative to whole lance, HQ provides also damage reduction
Flea - +2 to hit
Marauder - Damage resist to lance and called shots bonus
Phoenix Hawk - Jump range bonus and damage bonus when jumping
Rifleman - View range increase and accuracy boost
Vulcan - Support weapon range increase
Warhammer - damage bonus for energy weapons
Think I've missed one or two. You also have a few Mechs that only show up after flashpoints have been completed like the Hatchetman, which incidentally has a hatchet on it. Raven which has an Electronic Warfare Package, and then Bull Shark which standard has a Thumper on it.
I am currently playing through the main campaign, and early in the game I have come across stores which have normal mechs equipped with the quirks. I've tried buying the individual mech salvage and combine them later, but the quirks were lost.
So now that I have enough C-bills, I am visiting black markets, which are selling complete mechs.
I seem to recall, that only planets with "Manufacturing" attribute have these random normal mechs with perks. But I might remember wrongly.
Manufacturing attribute though yes tends to have a greater amount of Mechs than general but if I am honest you might have more luck salvaging.
(Oh, and the Bullshark - MAZ has the Thumper, M3 doesn't - but that wouldn't show up in the campaign.)
All the other 'quirk' mechs, the quirk is on all versions of the chassis.
(Another possible "special equipment" case - SLDF / Lostech variants of mechs. The Lostech mechs will have double heatsinks, lostech guns, etc. But those should only be found in the Black Market.)
If you ally with a faction, then their faction HQ will have a nice shop.
(What is available there depends on the faction.)
It could be a glitch, or it could be so random.
