its the Community Asset Bundle which mod are you trying to run?

The CAB is not a mod in itself it is just the assets for the modders to use.

Its even on the CAB frontpage, and stickied that the cab by itself does absolutely nothing

WHERE does it go? it must be placed somewhere for the mods that require it

Where it goes depends on the mod that requires it. If you mod you want is modloader based then it goes there, if it's modtek based it goes where those mods go

if you bother to tell me which mod like I asked I might be able to help

the reasons for that question are:

Different mods require different versions and install the cab differently.
