Well there is a flashpoint editor... so they could create a bunch of linked flashpoints and such.
got it on my main when I reached "friendly" with the pirates.
Space Pirate comes from taking the pirate starting background during character creation.
The tags trigger random events in space or help with completing them. For example someone I had someone with the 'Rebellious' trait trigger events where they get into trouble on the ship. (My favorite being one where they were paining sexy shirtless murals of Darius and Yang in the ship.)
Things like Criminal might allow special options during other events. Like smuggling.
'High Spirits' is a temporary 30 day buff your pilots can get from them really liking a choice you made during one of those events. It substantially lowers the cost of Inspiration abilities in combat. Conversely 'Low Spirits' is the reverse and gained when they really dislike a choice you made in events. These are shown by a blue/red marker on their portrait.
