The best place to look for them is in Capellan space, on what would be the northeastern border on a normal map. It's "Coreward" and "Spinward" in battletech parlance, meaning the towards the galactic core. And I mean the northeastern border of the Capellan confederation. Not just northeast. I don't mean to insult your intelligence, but some people get these things confused.
Highlanders are produced in the St. Ives compact, which is right around there.
Best chances are in Assassination missions, or in high level (4-5 skulls) "combat" missions, like "wipe out enemy lance" and such.
I also found that assault mechs stumble into my sights in the mission right after a story mission.
