Look for industrial, rich or large population tags.
Even some people say they got SL/Lostech mechs from planets tagged with the with the lostech tag, i think from what i have seen the file is disabled to bu yLT anywhere.
mech slavage goes like this
3 parts pilot knockout with at least 1 leg and center torso functional
2 parts with 2 legs knockout for kill with center torso functional
1 part with center torso destoyed
u can increase ur chance to buy higher mechs on systems with rich, manufacture, research.
but u can only buy parts from a mech. so u need 3 parts to build one real mech. 4.75 is a bit low ;)

But honestly, just salvage them. you'll want c-bills almost exclusively for argo ship upgrades, the later ones costing over 2mil each.
Lol I'd almost forgotten about Banshee. That was for sure the worst mech for its size in the 3rd edition Battletech box I started with. Glad to know it's in this game though. Some of the worst are my favorites (like Urbanmech).. Wish they had the Hatcheman in this although generally physical attacks feel OP. When I used to play TT the accuracy of those attacks was not nearly so high on fast moving mechs, but not sure we had the rules right.
I would 100% pay 6m for a Banshee. I hear it makes an *amazing* punchbot.
