i finally got a MechWarrior to tactics 8 what does called shot mastery do?
i mean the effects are obvious, but despite mousing over it and some light googling i cannot find a statistical breakdown of what it does.

It gives +1 initiative that is literally all it does. So if a mech normally has 3 the tactitian makes that 4 so if you so choose the mech gets to move earlier.

Usually light = 4, medium = 3, heavy = 2

So with that skill it would be light = 5, medium = 4, heavy = 3.

Can't believe I am spelling this out.

also when you reserve your stabilty bar reduces. which is good.

The Battletech Wiki (here: [Battletech Wiki]{https://battletech.gamepedia.com/Skills}) says that the max is 35%. I've seen 18% personally, but I wasn't paying attention to ranges or the like AND I'm not certain if +++weapons or accuracy systems play in to this percentage.

Well, that may not have been what you intended to ask, but that is how I read it, as well.
Ask the wrong question and you get the wrong answer. LOL

"What does called shot mastery do?". I'm not sure how there can be any ambiguity in that, it's a clear question and you'd need the comprehensive ability of a dead hamster to miss it. He asked a clear, sensible question, yet it apparently overtaxed at least two people's ability to read.

Called shot mastery turns precision shot into a "delete mech" button... just precision shot the CT and laugh

It also boosts chance to hit overall when making a called shot. It's a very good threshold to get to.
