Don't even know why the devs would disallow that since that's one of the main money earners in the BTverse.
Three chassis scraps give you a whole new 'Mech, and once you start salvaging heavies, that's a lot of money earned or saved.
Most story missions it makes sense to go for salvage over C-bills since you're more likely to come across shiny new mechs that you haven't seen before. I'll also generally go for more salvage on assassination missions since the target tends to be in a pretty high end mech.
Killing pirate trash, or other random missions though? C-Bills all the way.
At the start of the game you'll want to take mostly salvage because you want to actually build up your forces. Later on you'll probably take mostly money if you're ok with your mechs.
Also it help to take only money when taking early mission in which you will only face vehicles. Unless you critically need more weapons to mount on your mechs you'll prefer the money in the end.
Salvage vs c-bills I would take c-bills in the early stages of the game (always keep at least 1 salvage claim), and then swap to higher salvage once you get rolling... having the ability to take 3 or 4 mech chassis from the battlefield once you get larger mechs can net you a couple mill c-bills once you sell them, but at the start you really need cbills more.
If you're not going to use the salvage... Mech preference or whatnot... sell the chassis to get something vs nothing
Unless there is a weapon with bonus attributes or a specific weapon/ammo that you want/need which you haven't found yet, I would say to usually pick mech parts as the salvage you can choose. Even if you don't want the mech you can still sell the chassis once you've completed them.
Otherwise money.
