Long answer:If you are skilled enough to make a VR game using unity, and you got the source code from Steel,and you figured out how to get it to run on a VR headset while large computers can't run it, then yes. Other then that, no. And it is impossible with a mod, you need to remake the game.So, no.

also, to answer your question of a vr mod. most likely not. here is example. multiplayer mod for ravenfield? it was abandoned right on release. very buggy, also no players to play with anymore. if a mod for vr were to go into development, there is a low chance it will ever fully release. mods that take that long tend to drift off into nothing. how about Fallout: New California? a mod with multiple years of development. well, it released, and is in a beta stage. one developer of it said no one is working on it anymore, so that probably never even release fully. my point is that if a vr mod would be attempted, it would probably never release in a proper state.
