the game also frequently receives updates to the beta branch. it was going to have a ea 26 update to main branch a week and a half ago but it was delayed. while main branch updates are infrequent, there is still work going on behind the scenes.
Yes, there has been updates, but when the last time he posted a severe update that dramatically improved the game and its mechanics? You can't say the helicopter and plane update was really important, since there were mods that already improved them in the first place. Also, the ea26 update is not anything incredibly important, especially since it has took a while for it to be released.
a “bad” developer would neglect updates to improve the overall game like bugfix, ai, or optimization and instead rushnew content that will further propell the bugs and bad performance in the game. to my knowledge i dont think this has occurred.

EA26 is an update to the unity version. You have revealed you have never developed anything in your life if you think that would be quick to do, especially with the requirement of backwards compatibility because of the game's reliance on mods.
Shocking how those plans are being fulfilled. I'm not sure where you might be able to find one, but if you looked at a roadmap from a year or more ago, you would be able to see all the plans that have now been done.
Just because the game isn't being developed fast enough for your liking doesn't mean the dev is bad. He has made a good game, is clear on what is being developed, and fulfils his plans (if not necessarily "on time").
And I've probably fallen for a bait post. Oh well.
