Questions regarding bot skill level

I just read recently that in the beginning of a match, bots would be assigned random skill levels that affect their reaction time and accuracy.

Are the skill levels entirely random or are there set parameters to it ? (for example 4 out or 60 bots are highly skilled)

Also, are there any plans to configure these?

Hm, sounds interesting. I definetely have ran into a couple of "death men" that noscope everyone at sight.

Bother sharing the source of that information? I mean, where have you read that?
