Can't find switch to disable electric panel

I'm on my first playthrough, in the first zone and I've checked every building twice and still cannot find the 'switch that cuts off the power to the electric panel'. Going to quit for now but can someone give me some pointers?

I think the levels are procedurally generated but a picture or an idea where you look would be useful, thanks.

From what I've seen, it's always in the same building as the electric panel, if you're talking about what I'm thinking of. Try searching around the room with your mouse.
