In Verdun / (Tannenberg), the speed of unlocks and unrestricted team composition (i.e. the entire Axis side could be fireteams with snipers) mean up to 1/4 of your team can have scopes, when in reality these were very uncommon. I still think there's a place for them--they're more or less the only hard-counter to a well-placed, defended MG position--but I think they should be awarded based on achievements within a mission, like vehicles in Angels Fall First. At most 1 or 2 per team.
