I think its fine and I use it over shotgun because it feels better being able to snipe enemies from across the map if I so choose. Default is good if you want to be up close and personal with targets, but Blast is for the players who like to keep their distance. If the damage was bumped up to even just 400% it would just be the new default primary for Bandit because Shotgun blast wouldn't be able to compete.
Firstly, you are wrong about it being worse with proc items : It has a 1.0 proc coefficient while Burst has 0.5. This actually makes each individual shot of Blast on average benefit more from items like Sticky Bomb, ATG, but only a slight difference anyway. Admitedly, Burst is way better with bleed (despite needing attack speed to reliably stack)
Blast also has the ranged aspect, which is a lot superior to just using your R unless you can one shot everything with bands. Remember that Burst suffers from Buckshot damage falloff, which is very heavy and completely gimps your DPS across certain distances, and that makes Blast deal a lot more damage from afar. It's specially handy on later stages and against mithrix.
I've used both extensively and while i think burst is overall better, Blast is perfectly fine in comparison too, and i think i'll come to appreciate it a lot when i do Eclipse Bandit eventually. Plus, feels wrong to call it '' underpowered garbage ''. It's 66% of burst which deals a LOT of damage and is honestly stupid, and as such it still packs a rock solid 880% dps. Additionally he literally gets free crit during the early game, so make it 1720% DPS. That's massive, and still keeps bandit by far on top of the single target DPS list until a lot of items are involved. And again, as i said, it's item synergy is not bad at all.
I do not feel like it is needed, and if anything i'd be fine with a tweak to burst, because 2666% single target dps in stage 1 is utterly braindead for a skill like Burst. The closest thing we have to that is mul-t with two saws (2000%) or two nailguns (1680%)
