Except the minion will charge over to the scavenger the moment you aggro it, and then die to it, healing the scavenger, then respawn 10 seconds later and rinse and repeat.
Depending on what item you are rolled with, especially lacking in items that deal damage based on total damage (stuff like missiles / band), you can't deal burst damage fast enough in between CD for him not to heal up.
In case you didn't read up on Kipkip the Gentle, he's equipped with 10 monster tooth and corpse bloom to begin with, so any time the queen gland's minion die to the scavenger (and because they are melee) the healing orbs always drops next to the scavenger.
And because they respawn all the time, it's just an endless cycle on repeat.
If you're using command then just.. don't take beetle gland if you intend to fight the twisted scavengers~
And if you don't use command then just find a scrapper/overgrown printer first then fight him

I already mentioned 'Without the Artifact of Command' so I don't know how you think I can just tailor my build without running into specific item printers or item shops that trade for such items
