Brainstalks, i don't think it works as intended
It's supposed to make you use skills indefinitly for the 3 seconds it gives after you kill an elite.
I've tried it only with artificer, but it seems like it just recharges your skills really fast rather than removing the cooldowns.

Specially with the fireballs, you have to wait some time for each for the effect to refresh and actually work, and the higher your attack speed, the more you will notice this does not work as intended.

The logbook is full of crap, and actually just gives you a period of having 1-2 seconds of cooldown, a far cry from no cooldown.

Not as good as bandolier.

I believe every skill (and basic attack on the Artificer) has a "default" cooldown of 1 sec and Brainstalks reverts everything to the default cooldown for the duration of its effect. I believe it has to do with allowing the animation of each attack to complete (and Artificer's basic attack just gets lumped in to the same class since it, too, has cooldowns).

Brainstalks is my go-to item on Huntress, the AoE skills having no cooldowns just lets you shred enemies, including more elites to extend the duration.

On huntress it's OP, yes i tried it, yet doesn't work as intended, as it just makes the cooldown faster rather than removing the cooldown.

It's just the logbook being inaccurate. Attacks have to have some kind of cooldown because of animations. It should say "massively reduced cooldowns" instead of no cooldowns.

Is the Artificer's M1 even affected by cooldown reductions? I feel like it's recharge rate is entirely tied to attack speed instead.

Yes, The higher your Attack speed, the faster you will consume the cooldowns, each fireball has a recharge time
