Essence of Heresy - Description or effect incorrect

Essence of Heresy states that on dealing damage it adds a stack of Ruin, however this appears to be influenced by proc coefficient. The chance of inflicting Ruin does seem to be 100%, but when using attacks with a proc coefficient below 1 (i.e. Visions of Heresy's initial hit, with a proc coefficient of 0.1), Ruin will stack accordingly with the proc coefficient.

Comparing to an item that has a similar on hit effect, Chronobauble, which inflicts slow regardless of proc coefficient, it seems that Essence of Heresy's on-hit effect being influenced by proc coefficient is an oversight.
