Alien Head - possibly not working?

Hello! In playing my first few rounds as Commando, I acquired the Alien Head item which is said to reduce cooldowns by 25% per stack. I noticed that the cooldowns did not seem to actually lower even with this item held. For instance, Phase Round still incurred a 3 second cooldown after use (or at least, the first number to appear in the cooldown was 3 which is the same as without the item). Is this a display issue, where the cooldown is actually lowered but the countdown still displays the same, or is the cooldown not actually being lowered? Thanks!

At first, I thought this too, but it does decrease your cooldown. If you look at the icon of the skill and then use it, the cooldown doesn't start at the bottom but further up. Phase round does start on 3 seconds but it very quickly changes to 2.
