Equipment with no cooldown

The first equipment I picked up was the Hellfire Tincture, the second was the Effigy of Grief, upon placing the effigy of grief on the ground (using it) and picking up a different equipment (In this case it was the "The Back-up", my equipment didn't have a cooldown. I'm not sure if the Effigy caused it or the Tincture, although I was able to spam any other equipment I picked up without a cooldown, which was fun until I got the meteors and killed my entire party.
